Brock Osweiler was a member of a Cleveland franchise for as long as Andrew Bogut was, but that doesn't mean the trade was a disaster for the Browns by any means.
When Houston dished away Brock and a second round pick to the Browns in exchange for a firm handshake and a slap on the butt, they did so to clear cap space for Tony Romo. The Texans have made zero claims to the contrary, and Romo is priority number one for the team moving into 2017.
Cleveland took on $10 million in cap hits (they had $100M to spare) and received compensation via a second round pick in 2018. No harm no foul, just cut Osweiler and you're on your way.
